GroundWaterZero began with a trip to East Porterville during the summer of 2015. I went with a friend who put together a story for Buzzfeed on the drought. We went right to the Tulare County Drought Center off Leggett Avenue (the line of demarcation for the area where wells are failing in East Porterville).
